Consistent swimming is all about the Endurance to keep going.
The ability to move through water without drowning.
This skill is used when moving through water areas. Failure of a Swim skillcheck will make moving through water take longer. It can also cause you to slip under the water's surface. In areas with a current, you might be swept downstream. Some water areas are so choppy or turbulent that you need swimming skill to even attempt to enter them.
There are several items available in the game to help you swim; swim fins can increase your effective skill, float vests can keep you from sinking, and scuba tanks or artificial gills can prevent drowning while underwater.
