You can gain a level in this skill through maxing out the Baby Farmer job. Otherwise it is extremely difficult to grind, though still possible via burning people with cigarettes and other such sadistic things.

Uses

As of very recently, the torture skill gives you a bonus to critical hit chances for all whips, and any weapon that can burn, shock, or deal acid damage to people. It's also used in the creation of woman suits.
