You can gain a level in this skill through completing the Baby Farmer job. Otherwise it is impossible to grind.

Uses

As of very recently, the torture skill gives you a bonus to critical hit chances for all whips, and any weapon that can burn, shock, or deal acid damage to people. It's also used in the creation of woman suits.
