If you commit a crime in Freedom City, the FCPD will start dispatching units to attack you, depending on how much trouble you're causing; the greater the offense, the greater the response, usually. If you are killed by the FCPD, you will be sent to Panopticon Prison.

There are four different FCPD units that will come after you, as follows:

K-9s

Robotic attack dogs. These are the most commonly seen units, as they will often be running around the city attacking stray dogs or suicide bombers.

C3-50s

The FCPD SWAT team, essentially. Except that FCPD actually has a SWAT team so that isn't the best comparison. Regardless, ninja-like skill with stun batons means you should not try taking one on.

John McBain

If McBain shows up, you're fucked. Virtually impervious to damage, even compared to other police units.

SWAT Team

These guys block you from moving while being attacked and are insanely fast. If one of these is attacking you, you are 100x more fucked than if a McBain attacks you. You are GUARANTEED to die. Fortunately they don't appear to actually do anything anymore.
