The bazaar is believed to be entirely unreachable, pretty much confirmed by Broseidon who claimed that even he couldn't get into it. It appears the Bazaar was an old project, probably planned to be a Player Economy center where players would trade items and the like, but is now entirely obsolete because of the galleria.
