Xolair Plaza is an NPC apartment building in Freedom City. When NPCs get tired and want to go to sleep, they will head here or to another NPC apartment (such as Propecia Suites and Humatrope Tower), walk into a room, and pass out.
There are no FCPD cams in any NPC apartment buildings, making these areas the perfect place to commit crimes against unsuspecting NPCs. You can also take their TVs while they're asleep, if you are into that sort of thing.
