Stars are the meter by which you measure how badly the police want you and function pretty much identically to the ones in games like grand theft auto. In the past each star was worth an entire half hour of real world time, however that seems to have been cut down significantly after the character wipe with multiple stars disappearing in just a few minutes. You can look at your stars on your status menu st.
