What is a nanite healer?
These are quite obviously healing items. They have 3 charges and generally cost $450 from an NPC.
These items have three charges compared to a Trauma kit, which has up to ten. However, nanites deliver a massive burst of healing upon use, recovering a great deal of your health in a very short amount of time. They also heal you once more after use, but not nearly as much as the initial burst. Unlike Trauma kits, they can be used multiple times in succession.
Where are they?
Nanite healers can be found, among other places, at Meds-4-Less in Freedom City, shown as "ML" on your map. If you're tough enough, you can discover a source of them in the Crack Mansion.

A lipstick-sized plastic disposable injector full of trauma-treatment nanites. It's got three charges left.

Use this on yourself (or, for some items, another person, with 'use this on <person>').
