*Criminal Dossier:* Believed to be behind multiple assassinations, but also arson, theft, extortion, hacking disruption and a variety of other security breaches. It is also believed that the Marked experiment on humans with a variety of chemical and radioactive substances.
Under the leadership of a figure known as Caine, the Marked seem to operate out of the blasted city of Necropolis. All reports indicate a lack of habitable structures within the city, so these rumors cannot be confirmed.
 
*Detailed Overview*:
 
One of the strangest corporations to exist currently is the Marked of Caine. Part corporation, part terrorist organistion and part quasi-religious apocalyptic death cult the Marked of Caine is an enigma to all outsiders.
 
Under the leadership of a figure known as Caine, the Marked seem to operate out of the blasted city of Necropolis. All reports indicate a lack of habitable structures within the city, so these rumors can not be confirmed.
 
It should be noted that much of the information put out by the Marked is almost definitely exaggerated or flat-out false.
 
The Marked&#39;s chief asset is the control of the dead city Necropolis and whatever lies within. We are quite content to leave the Marked within their irradiated city under the watchful eye of several squads of Deadbots. They can almost definitely be contained there.
 
The Marked of Caine&#39;s central philosophy refers to enlightenment and a future for all of mankind. To them, the apocalypse that scoured the world is the dawn of a new age. Members of the Marked are encouraged to spread their ideals and to convince people to join their ranks - anyone, regardless of mutation, race, etc.
 
This philosophy cannot be taken seriously - it is more possible that the Marked of Caine is a terrorist organisation turned death cult devoted to overthrowing the current order.
 
However, the Marked will always claim that they intend to unite all of mankind under a single banner in order for all men and women to be truly equal. In their view, Freedom City has been responsible for oppressing, abusing, neglecting and ignoring countless people. It is unknown how far their influence extends, or where to. Many organizations have apparently been linked to Caine, or his followers, sometime in the recent past. They should perhaps be investigated.
 
Power structure within the Marked is believed to be hierarchical. No further information is known at this time.
