Karnivore punks are a high-level enemy that can be found in Nukem Academy, which is located in southwestern Slagtown (NK on the map.)
Karnivore punks do loads of bullet damage. This can be countered with Caballero jackets and pants, along with other armor with high bullet resistance.
They are worth 350$ per kill through karnivore killing kontracts which can be procured at Commander Andy's in Slagtown.
Decent Raw firearms characters should not have much of a problem with Karnivores due to the ability to get into cover before or during a fight.
